Dr. Leonard was trained in economics and public finance and has
extensive experience in both private and public sector economic
development. Early in his career he taught public policy and finance at
California State University, Long Beach. Since, he has worked on such
diverse projects as microenterprise financing, SME development in
emerging markets and water resource development. Ernie has
hands-on business management experience in business finance, food
processing and construction. At present Ernie is working on improving
the value chain in peanut agriculture in Lao PDR and the development
of locally-sourced ready-to-use foods for malnourished children in
Southeast Asia. He is based in Vientiane, Lao PDR.
